The Research and Production Enterprise LTD RPI «HARTRON-EXPRESS» was established in 1999 in Kharkov, Ukraine, on basis and premises of Special Research & Development Bureau LTD RPI HARTRON-PLANT that possessed a decent experience in engineering and maintenance of test-trial equipment for rocketry and space technologies, and in participating the in-kind conversion programs implemented by the Ministry of Industry and the Military & Industrial Complex of Ukraine in early days of Ukrainian independence.
The LTD RPI «HARTRON-EXPRESS» enterprise was established by initiative of V. N. Makarenko, the Director of LTD RPI HARTRON-PLANT who, upon resolution of the shareholders meeting, was appointed as Director General and Chief Designer.
LTD RPI «HARTRON-EXPRESS» started as a medium class enterprise with 80 workers. By 2008, the team staff enlisted 150 employees.
In the novel marketing economy conditions, LTD RPI «HARTRON-EXPRESS» did much efforts to work through variety of different orders on design, development, fabrication and supplies of numerous equipment and hardware, such, for example, as tanking apparatus & equipment intended for automobile gas-filling stations, turnstiles for city underground / metro stations, dentistry-surgical tools, instruments and equipment, post-production maintenance of test-trial equipment for rocketry and space technologies at enterprises of Russian Federation, and so on. However, the major attention of LTD RPI «HARTRON-EXPRESS» was paid to creation of innovative (such as microprocessor-based) automated control systems and electric equipment & facilities for Ukrainian rail transport.

It should be noted that after breakdown of the Soviet Union, Ukraine was practically deprived of reach to any science & technology entity that might have defined future Research & Development prospects in evolution of electro- technical equipment / facilities / means of rail transport industry. In Soviet times, there were six industrial plants/ enterprises all over Ukraine that constructed variety of cargo / freight-cars and platforms, yet none to build passenger compartment coaches and sleeping vans at all. Due to agreement with “Ukrzaliznitsa” (Ukrainian Rail Transport Company), LTD RPI «HARTRON-EXPRESS» became a major agent/ operator in development and supply of the automated control systems and electric equipment & facilities intended for overhaul of existing stock of passenger rail transport, and relevant products and hardware to complete set and furnish newly built passenger carriages manufactured by Cryukov Carriage-Building Plant. Apart from it, LTD RPI «HARTRON-EXPRESS» is an active operator in updating overhaul of electric locomotives and electric rail trains. A fairly notable experience gained by LTD RPI «HARTRON-EXPRESS» enterprise in practice of design, fabrication and test-trialing of rocket- carriers and spaceship machinery has been translated onto upgrading the technical level of specified requirements to rail transport stock machinery. Now, stock of technologies possessed by LTD RPI «HARTRON-EXPRESS» is acknowledged by over 40 patents granted by official patent pending organs of Ukraine and Russia.
In 2006, V.N. Makarenko, Director General and Chief Designer of NPP LTD RPI «HARTRON-EXPRESS» was awarded by State Prize of Ukraine (issued in 2005 for science and technology progress) for research & development, engineering, running in manufacture and introducing a new family of Ukrainian-borne innovative models of passenger vans to express rail trains. The LTD RPI «HARTRON-EXPRESS» products have been exported to Poland, Russia, Byelorussia and Baltic countries.
Today, the enterprise faces its future with confidence, as this belief is supported by the fact that in 2008, LTD RPI «HARTRON-EXPRESS» was rated as second best player among all PJSC «HARTRON» established structures.
